2002 Updates

July 12, 2002 

TxDOT accepted testimony through July 12 regarding including S.H. 130 in its FY2002-FY2004 Rural Transportation Improvement Program (TIP), an important technical requirement before state bonds can be sold later this summer to fund the start of construction of SH 130 segments.  For additional information, click here.   Thanks very much to all those who sent supportive comments to TXDOT.

May 10, 2002 

According to the TXDOT SH 130 Project office, the Exclusive Development Agreement with Lone Star Infrastructure is expected to be executed within the next month or two.  Roadway construction is anticipated to begin within a year to two years after execution of the contract, dependent upon availability of right-of-way. The initial focus will be to construct SH 130 from IH 35 to US 183 in southern Travis County within a 5-to-6 year time frame. The ultimate goal is to complete the entire 90-mile facility within an 8-to-10 year time frame.  Of course, these time frames are preliminary and largely dependent on ROW acquisition and construction funding

April 26, 2002 

The Texas Transportation Commission voted 3-0 to approve staff negotiation and execution of the Lone Star Infrastructure EDA contract on SH130 as a toll road from Williamson to Guadalupe County.  However, notice to proceed won't occur until the $150 million in local funding, which was formally accepted by the Commission as the local share, is actually delivered from Travis and Williamson Counties and City of Austin.   The old minute orders requiring 100% right-of-way for Williamson and Travis Counties were voided.

April 23, 2002

The Austin-San Antonio Corridor Council's Land and Greenspace Committee has submitted an op-ed piece to local editorial boards  regarding the development of SH 130 as a mixed corridor of trails, rails, and roadways.   Facilities similar to the proposed development include the George Washington Parkway in Northern Virginia or the Rock Creek Parkway in Washington, D.C.  For  details see the op-ed document.

April 17, 2002 

Travis County will issue $100 million in bonds in response to TXDOT's request for a firm commitment for Travis County's funding participation SH 130 and MoPac North right-of-way.

April 8, 2002 

After a two month review of proposals from three groups, TXDOT announced  that Lone Star Infrastructure came out on top for long-term value.   Contract discussions will begin immediately between the Texas Turnpike Authority and Long Star Infrastructure for an Exclusive Development Agreement (EDA) for the design, construction, and maintenance of SH 130.   

An EDA allows the state to hire one consortium to do all the work on a project thereby significantly speeding up the traditional development process.  This will be the first use of an EDA for a state highway project in Texas.   To finalize the EDA, the Texas Transportation Commission must approve the selection of Lone Star Infrastructure and award the agreement.  As soon as the exclusive development agreement is approved, right of way acquisition and detailed design work can begin.  For more information, see the TXDOT press release.

January 28, 2002

Texas State Governor Rick Perry announced his statewide transportation plan, the Trans Texas Corridor at the Capitol extension.  The plan establishes transportation/infrastructure 'super-corridors' that include major roadways, high-speed rail, freight rail, and pipeline elements.   Among those is SH 130, which the Governor proposes to extend from south of San Antonio to Oklahoma.
